Northeast Comprehensive Development Plan
The City of Westminster and Jefferson County governments created a Comprehensive Development Plan (CDP) which defines the type and intensity of future land use, and an Intergovernmental Agreement (IGA) adopting the CDP.

It was originally adopted by the Jefferson County Board of Commissioners and Westminster City Council in 1996.

It was amended in 2006 and adopted by the Westminster City Council on September 25, 2006, and by the Jefferson County Board of County Commissioners on October 17, 2006.
